Regular, Full-Time, Limited-Term (not to exceed two (2) years in duration from date of hire), RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), Koʻolau Mountains Watershed Partnership (KMWP), located on O‘ahu, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MONTHLY SALARY RANGE:  $4,703 - $4,875/Mon. 

DUTIES:  Provides essential fiscal, operational, and administrative support for Koʻolau Mountains Watershed Partnership program and for KMWP cooperators.  Responsible for the formulation, oversight, tracking, and projection of the project`s budget, including multiple individual accounts with different accounting periods. Coordinates contracts and receipt of grant funds with granting agencies and fiscal sponsors.  Determines whether requests for no-cost extension for grants are necessary. Modifies budgets as needed. Under direction of the KMWP Manager, maintains all project expenditures including, but not limited to, assignment of accounts for staff salary and fringe, equipment and office supply inventory, equipment, vehicle and baseyard repairs, and researching/selecting vendors and products. Executes all purchases, including delivery or pick-up. Oversees equipment maintenance schedule, maintenance and storage. Projects future budget needs.  Serves as primary custodian of $500 imprest funds (authorization, completion).  Works with KMWP Manager to decide budget priorities. Work must be done in accordance with applicable State and Federal regulations and laws, especially regarding invasive species, safety and health, and pesticides. Maintains all fiscal, personnel, and administrative documents to ensure project efficiency. Responsible for administrative tasks integral to the function of KMWP operations.  Oversees up to thirty (30) field crew workers and volunteers performing occasional administrative and research tasks as needed.  Researches grant opportunities.  Prepares budgets for grant proposals.  Organizes KMWP Committee meetings, documents and summarizes KMWP meetings and action items. Edits proposals, reports, letters, manuscripts, and public relations or educational material.  Acts as KMWP Flight Follower and point of contact at the office to provide support as needed. May assist field team in remote areas when needed including but not limited to forest restoration and invasive plant removal, with travel by foot and/or helicopter in/out of remote camp locations for periods of one to three (1-3) nights in inclement weather. May fly by helicopter to remote areas. Drives to project field sites. This is a progression series job in which the employee will be expected to perform with increasing independence on progressively responsible duties. Quantity and quality of work is expected to increase as levels increase. Progression from one (1) level to the next is not dependent on time-in-grade, rather upon employee`s demonstrated abilities, competence, and operational needs. Through experience, demonstrated competence, and operational needs, may be hired at the appropriate level. 

PRIMARY QUALIFICATIONS: 

EDUCATION

Associate`s Degree from an accredited community college.

EXPERIENCE

Three to five (3-5) years of experience formulating and managing a budget.  (Bachelor`s Degree from an accredited four (4) year college or university may substitute for one (1) years of experience.).

KNOWLEDGE

Thorough knowledge of Microsoft Excel and Word. Familiar with common procurement practices. Basic knowledge of procurement practices.

ABILITIES & SKILLS

Ability to communicate effectively in writing and verbally.  Excellent mathematical ability. Must be accurate, dependable, and detail oriented.  Excellent organizational skills and ability to maintain detailed records.  Ability to maintain confidentiality regarding personnel and budgetary matters. Must possess a valid driver`s license (and if use of personal vehicle on the job is required, must also have valid personal driver`s insurance equivalent to Hawai‘i`s No-Fault Driver`s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Condition:  Must be able to pass a post offer criminal background check. Must be able to complete basic helicopter safety course (A100) within six (6) months from date of hire. Must possess Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within twelve (12) months from date of hire) and maintain throughout duration of employment. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months. 

PHYSICAL/MEDICAL DEMANDS

Ability to hike and camp one to three (1-3) days in remote areas and steep rugged terrain under inclement weather conditions. Ability to backpack and lift and carry up to thirty (30) pounds unassisted.

POLICY/REGULATORY REQUIREMENT

SECONDARY QUALIFICATIONS:   

Bachelor`s Degree from an accredited four (4) year college or university in Business, Finance or Accounting. Additional years of experience formulating and managing a budget. Expertise with purchasing goods and services in excess of $100,000 annually. Experience formulating and managing an organizational budget in excess of $500,000 with multiple funding streams.  Experience with assigning personnel costs to grants. Experience working in an office to support publicly funded programs or  non-profit work.
