Regular, Full-Time, RCUH Non-Civil Service position with the Maui High Performance Computing Center (MHPCC), Department of Defense High Performance Computing Modernization Program`s Maui Support for Technical and Research Services (MSTARS), located at the Maui Research and Technology Park (MRTP) in Maui, Hawai‘i. This position will conduct research under the University of Hawai‘i Maui Support for Technical and Research Services (MSTARS) contract.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MONTHLY SALARY RANGE:  $8,750 - $10,800/Mon. 

DUTIES:  Under limited supervision, develops, maintains, and continuously improves the Quality Assurance (QA), Quality Control support, and Configuration Management (CM) programs for MHPCC under the MSTARS contract. Serves as the MHPCC QA/CM process owner for configuration control, change documentation, quality evidence, acceptance and regression testing coordination, corrective action tracking, and audit-ready records.  Supports the MSTARS Quality Control Plan, Configuration Control Board process, configuration status accounting, technical baseline control, and performance evidence collection for applicable contract deliverables and QASP-monitored outcomes. Works closely with systems administrators, software developers, network engineers, cybersecurity personnel, facilities personnel, asset management personnel, and program leadership to ensure changes to MHPCC systems, software, documentation, and baselines are reviewed, approved, tested, documented, traceable, and ready for Government review. 

PRIMARY QUALIFICATIONS: 

EDUCATION

Bachelor`s Degree from an accredited four (4) year college or university in a related technical, scientific, engineering, information systems, quality management, or related discipline.

EXPERIENCE

Four to six (4-6) years of experience directly related to the duties and responsibilities specified, including experience in quality assurance, quality control, configuration management, change control, acceptance testing, regression testing, software release support, systems documentation, or support to IT/HPC operations in a regulated technical environment. 

KNOWLEDGE

Knowledge of quality assurance and quality control principles, configuration management, change control, Configuration Control Board processes, acceptance and regression testing, corrective action/preventive action tracking, audit readiness, objective quality evidence, and technical baseline management. Knowledge of HPC systems, Linux/UNIX environments, software development and release processes, scripting concepts, cybersecurity change-impact documentation, RMF, STIGs, POA&Ms, and tools such as ServiceNow, Jira, GitLab, SharePoint, or similar tracking and documentation systems.

ABILITIES & SKILLS

Must be a U.S. Citizen, a requirement of the Government security investigation to meet eligibility requirements for access to classified information. Ability to understand, develop, document, and implement QA test plans, CM procedures, change-control records, test evidence packages, SOPs, checklists, and technical documentation. Ability to facilitate cross-functional configuration control meetings, document decisions, track actions to closure, and communicate risks or deficiencies to technical and program leadership. Ability to review technical documentation for accuracy, consistency, traceability, and readiness for Government review, audit, or surveillance. Ability to coordinate with ISSM, ISSO, systems administrators, software developers, network engineers, facilities personnel, asset management personnel, and program leadership to ensure approved changes are documented, tested, and reflected in applicable baselines and records. Ability to develop training materials, conduct workshops, and deliver presentations on QA/CM techniques and procedures. Must possess excellent organizational, analytical, verbal, and written communication skills. Post Offer/Employment Condition:   Must be able to obtain and maintain a security clearance based on a Tier 3 background investigation to access classified information. Must be able to meet applicable DoD 8140/8570 requirements if assigned cybersecurity-related configuration management duties. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.

POLICY/REGULATORY REQUIREMENT

SECONDARY QUALIFICATIONS:   

Formal certification, training, or demonstrated experience in quality assurance, configuration management, quality management systems, IT service management, or change control (e.g., CM2/CMII, ASQ, ISO 9001, ITIL, or related disciplines). Experience supporting contract deliverables, audits, performance metrics, corrective action tracking, or Government/DoD technical programs is highly desirable. Experience supporting DoD, federal, or regulated technical programs; HPC systems; Linux environments; software release management; DevSecOps; ServiceNow, Jira, GitLab, SharePoint, or configuration management databases. Experience supporting RMF documentation, STIG compliance evidence, POA&M tracking, audit readiness, CDRL development, or QASP/QCP performance evidence. Security+ or other DoD 8140-aligned certification is desirable for candidates supporting cybersecurity-related configuration management activities.
