Regular, Full-Time, RCUH Non-Civil Service position with the Maui High Performance Computing Center (MHPCC), Department of Defense High Performance Computing Modernization Program`s “Maui High Performance Computing Center” (MHPCC), located at the Maui Research and Technology Park (MRTP) in Maui, Hawai‘i. This position will conduct research under the University of Hawai‘i Maui Support for Technical and Research Services (MSTARS) contract.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws. 

MONTHLY SALARY RANGE:  $6,250 - $9,583.34/Mon.   

DUTIES:  Responsible for managing and maintaining the accountability and control of government property and assets in compliance with contractual requirements, the University of Hawai‘i (UH),  Research Corporation of the University of Hawai‘i (RCUH), and federal regulations. Maintains accurate records of all government-owned property, including acquisition, maintenance, and disposition. Ensures compliance with the Federal Acquisition Regulation (FAR) and agency-specific guidelines regarding asset management. Conducts regular physical inventories of assets and reconcile discrepancies with records. Addresses and resolves any issues related to asset accountability and inventory discrepancies. Ensures accurate record-keeping. Utilizes asset management software and inventory systems to track and manage assets. Maintains both internal and external records-keeping including maintaining Maui High Performance Computing Center (MHPCC) records within the UH and RCUH inventory`s databases.  Ensures data integrity and accuracy within asset management systems. Prepares and submits required reports to government agencies and contracting officers regarding asset status and inventory levels. Supports audits and inspections by providing documentation and facilitating the review process. Ensures all asset transactions are documented and comply with applicable regulations and contractual obligations. Oversees the lifecycle of assets from acquisition to disposition. Coordinates the acquisition of new assets, ensuring compliance with government procurement guidelines. Manages the disposition of obsolete or excess property, following proper disposal procedures and maintaining necessary records. Develops and implements inventory control procedures to ensure the safeguarding of assets. Tracks and monitors the movement and location of assets, maintaining up-to-date inventory databases. Coordinates with internal departments and external agencies to manage inventory levels and needs. May require travel to neighbor islands and to the mainland under supervision.

PRIMARY QUALIFICATIONS: 

EDUCATION

Bachelor`s Degree from an accredited four (4) year college or university in Business Administration, Logistics, Supply Chain Management, or a related field. (Associate`s Degree and an additional two (2) years of related work experience may substitute for a Bachelor`s Degree.)

EXPERIENCE

Three to five (3-5) years of experience in asset management, inventory control, or a related field, including experience supporting or participating in property and compliance audits. This includes proven experience in preparing for, facilitating, and successfully navigating rigorous external property and inventory audits conducted by agencies, such as the Defense Contract Management Agency (DCMA) and the Office of the Inspector General (IG).

KNOWLEDGE

Comprehensive knowledge of Federal Acquisition Regulation (FAR) Part 45, DFARS, and other relevant federal regulations governing the lifecycle management of Government Furnished Property (GFP).  Proficient knowledge in methods of inventory control; equipment and supply classification and identification; methods of equipment and supply valuation; methods of determining equipment life-use; office practices and procedures. Knowledge of purchasing and procurement procedures requirements, facilities and operations management, general business and management operations, and automated office equipment. Knowledge of basic computer technology, hardware, and software.

ABILITIES & SKILLS

Must be a U.S. Citizen, a requirement of the Government security investigation to meet eligibility requirements for access to classified information. Proficiency in asset management software and inventory systems. Ability to resolve wide ranging complex problems. Ability to analyze data and compile reports. Requires attention to detail and a high level of accuracy. Ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparing reports and other materials. Ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Ability to manage work priorities and meet deadlines. Ability to travel to various sites for physical inventory and audits. Ability to travel 10% of the time as job duties demand.  Ability to independently draft, write and establish clear Standard Operating Procedures (SOPs) and maintain 'audit-ready' records and follow strict SOPs for property lifecycle management.  Post Offer/Employment Condition: Must be able to obtain and maintain a security clearance based on a tier-3 background investigation to access classified information. Must be able to complete the UH Title IX training within 30 days from date of hire, and re-certify annually.  Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months. 

PHYSICAL/MEDICAL DEMANDS

Must be able to lift and carry up to thirty (30) pounds unassisted from ground level while in a standing position. Ability to perform repetitive keyboard entry for twenty to forty (20-40) hours per week. Must be able to travel, including in an aircraft under pressurized conditions and airport environment.

POLICY/REGULATORY REQUIREMENT

SECONDARY QUALIFICATIONS:   

Certification in asset management (e.g., Certified Professional Property Specialist (CPPS)). Experience working within a government contracting environment. Direct experience with DoD Inspector General (IG) or Defense Contract Management Agency (DCMA) property audits is highly desired but not strictly required for candidates with strong related compliance experience.
