Regular, Full-Time, Limited-Term (not to exceed twelve (12) months in duration from date of hire), RCUH Non-Civil Service position with the College of Tropical Agriculture and Human Resilience (CTAHR), Center on the Family (COF), located in Kapolei, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $4,800 - $5,500/Mon.
DUTIES: Conducts training sessions, workshops, and one-on-one coaching to build user proficiency in the web-based Electronic Health Record (EHR) system functionality. Stays current on system enhancements and updates, and effectively communicates changes to end users. Creates and maintains standardized documentation, user guides, and instructional resources tailored to diverse learning needs. Assists with assessing trainees` comprehension and gathers feedback to improve training programs. Provides technical support, troubleshoots issues that arise during the use of the EHR system, and implements solutions for recurring issues. Develops and disseminates analytical reports, including fiscal and social determinants of health data, in compliance with national data reporting standards. Collaborates with government and community stakeholders to assess needs and integrate solutions within the EHR system and related tools. With guidance, functions as a system superuser and collaborates with the development team to provide feedback and suggestions for improving the system. Participates in project planning and implementation activities to ensure successful execution.
PRIMARY QUALIFICATIONS:
EDUCATION
Bachelor`s Degree from an accredited four (4) year college or university in Public Health, Education, Data Analytics, Information Systems, or a related field.
EXPERIENCE
One to two (1-2) years of experience in a teaching, training or consulting role. Includes experience in creating visual aids or other education/training materials to support learner understanding.
KNOWLEDGE
Basic knowledge of substance use issues and services. Basic knowledge of data collection systems.
ABILITIES & SKILLS
Strong ability to learn new software applications quickly. Proficient ability to create user manuals, instructional guides, and training materials. Proficient ability to work independently. Strong communication and presentation skills. Strong project management skills to handle multiple training initiatives. Strong record-keeping skills. Strong organizational and time-management skills. Strong skills to navigate software applications and tools as an end user. Basic skills in Microsoft D365. Basic problem-solving and analytical skills. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months. Must complete the State of Hawai‘i HIPAA and data security trainings.

As a condition of employment, employee will be subject to all applicable RCUH policies and procedures, and trainings and, as applicable, subject to the University of Hawai‘i's Center on the Family HIPAA/PHI privacy and security policy and the Department of Health`s HIPAA/PHI privacy and security policy. Violation of the RCUH's, the UH's, or the business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). Must complete the University of Hawai‘i's Center on the Family HIPAA/PHI privacy and security training and the Department of Health`s HIPAA/PHI privacy and security training immediately after hire or not later than employee`s initial exposure to HIPAA/PHI. Must maintain a current status on the University`s and/or the business entity's training requirements.
SECONDARY QUALIFICATIONS:
Demonstrated excellence in training. Familiarity with adult learning principles. Experience working in a multicultural environments and serving local communities. Knowledge of Health Insurance Portability and Accountability Act of 1996 (HIPAA) compliance and 42 Code of Federal Regulations (CFR) Part 2 regulations. Interest in substance abuse prevention and treatment issues.
