Regular, Full-Time, RCUH Non-Civil Service position with the College of Tropical Agriculture and Human Resources (CTAHR), Center on the Family (COF), located in Kapolei or Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $5,500 - $6,200/Mon.
DUTIES: Disseminates system data to and build analytical reports for the Department of Health Alcohol and Drug Abuse Division (DOH ADAD) and its Substance Abuse Treatment and Prevention providers, including fiscal and social determinants of health data according to national data reporting standards. Develops lesson plans and training materials (e.g., presentation slides, training videos) and provides training to ADAD staff and service providers on how to collect and enter data accurately using the Electronic Health Record (EHR) system and its application, and how to generate data reports. Conducts training virtually and in-person. Communicates with the ADAD staff and service providers to get a clear understanding of their data needs and find ways to fulfill their needs within the application and/or other technical tools. Provides technical support to the ADAD and its service providers by identifying and resolving data collection, sharing, use, and reporting issues in a timely manner. Manages a web-based EHR system for ADAD and service providers. Acts as a superuser, oversees application changes/enhancements, and collaborates on adding new functions and enhancements to the system. Identifies problems, improves efficiency, and promotes positive user experience. Participates in the development of project work plans and implementation activities.
PRIMARY QUALIFICATIONS:
EDUCATION
Bachelor`s Degree from an accredited four (4) year college or university in Information Management, Business, Data Analytics, Computer Science, or a related field.
EXPERIENCE
Two to three (2-3) years of experience related to the above-mentioned job duties. Includes experience with at least one (1) of the following: (a) managing or acting as a superuser for an Electronic Health Record (EHR) or similar data management tool, or (b) Microsoft SQL Server Reporting System or similar data reporting system. Includes experience in communicating healthcare or other business processes with team members and clients, who may or may not have technical knowledge. Experience in conducting training via webinars, videos, documentation, or in-person.
KNOWLEDGE
In-depth knowledge of application flows, technical concepts, and user experience. Common knowledge of substance abuse issues and services.
ABILITIES & SKILLS
Ability to translate organizational needs into data system functionalities. Ability to develop data analytics using a variety of reporting tools such as SSRS/Power BI. Ability to ensure data accuracy and integrity. Ability to provide technical support and training. Ability to meet deadlines. Ability to work with people from diverse backgrounds. Ability to communicate well with people with no technical backgrounds about the application. Ability to quickly learn data systems. Ability to manage multiple duties and work independently. Advanced skills in Microsoft Suites and reporting tools. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months. Must complete the State of Hawai‘i HIPAA and data security trainings.

As a condition of employment, employee will be subject to all applicable RCUH policies and procedures, and trainings and, as applicable, subject to the University of Hawai‘i's Center on the Family HIPAA/PHI privacy and security policy and the Department of Health`s HIPAA/PHI privacy and security policy. Violation of the RCUH's, the UH's, or the business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). Must complete the University of Hawai‘i's Center on the Family HIPAA/PHI privacy and security training and the Department of Health`s HIPAA/PHI privacy and security training immediately after hire or not later than employee`s initial exposure to HIPAA/PHI. Must maintain a current status on the University`s and/or the business entity's training requirements.
SECONDARY QUALIFICATIONS:
Working knowledge of Health Insurance Portability and Accountability Act of 1996 (HIPAA) compliance and 42 Code of Federal Regulations (CFR) Part 2. Working knowledge of healthcare systems. Desire to learn about substance abuse issues.
