(2) Regular, Full-Time, RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology (SOEST), Cooperative Institute for Marine and Atmospheric Research (CIMAR), located at the National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) in Honolulu, Hawai‘i.  Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY RANGE:  $4,500 - $6,000/Mon.

DUTIES:  Assists in scientific research studies to improve Electronic Monitoring (EM) systems and data collection in Hawai‘i fisheries. Performs machine learning (ML) by training algorithms and annotating EM-collected imagery to augment the library, by reviewing and processing EM video.  Implements and coordinates EM for commercial fishing vessels, including logistics to implement EM for various pelagic fisheries.  Coordinates the delivery and retrieval of EM equipment on fishing vessels and performs maintenance of EM system software and hardware including cameras, sensors and computers.  Interacts with PIFSC staff and EM contractors to train fishers on the use of EM. Develops Standard Operating Protocols (SOPs) for video review of fishing operations to ensure consistent scientific data are obtained from the review process. Performs video review of collected Hawai‘i longline fishing EM video for fish, protected species composition, and fishing operations.  Analyzes and summarizes EM-collected data from commercial vessels and other information either independently, as part of a team, or under guidance from other staff. Interacts with database developers and managers to incorporate information into PIFSC databases. Prepares reports and publications on findings.  Contributes to manuscripts for publication and presents results at scientific conferences and public meetings. Communications are prepared and delivered in accordance with the stated goals of the program. 

PRIMARY QUALIFICATIONS: 

EDUCATION

Bachelor`s Degree from an accredited four (4) year college or university in Biology, Zoology, Oceanography, Fisheries, Natural Resource Management, or a related field, which includes coursework in data analysis.

EXPERIENCE

Three to five (3-5) years of related experience.   (Master`s Degree from an accredited college or university in Biology, Zoology, Oceanography, Fisheries, Natural Resource Management, or a related field may substitute for one (1) year of experience).  Includes experience in the field of fisheries with functions such as: observing ocean surroundings and vessel operations during harsh ocean conditions, recording data on protected species observations and fishing operations, recording sea turtle, seabird, and marine mammal encounters incidental to fishing operations, entering data into a database via computer, conducting statistical analyses and writing reports for technical and/or lay audiences, writing grant proposals, preferably on applications of electronic technologies.

KNOWLEDGE

Working knowledge of the capabilities and potential advancements of EM to obtain fishery data for commercial fisheries catch accounting. Knowledge of shipboard collection and management of biological, oceanographic, and fisheries data.

ABILITIES & SKILLS

Must be able to meet and maintain the United States Department of Commerce (DOC) and National Oceanic and Atmospheric Administration (NOAA) security requirements to access work location.  Must be a U.S. Citizen or Permanent Resident Alien.  Strong ability and skill in word processing, spreadsheet, and database programs.  Ability to interpret and follow written and verbal instructions for data collection protocols.  Ability to communicate effectively with scientists, managers, fishermen, and the public both in written and verbal forms. Post Offer/Employment Condition:  Must be able to meet U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) security requirements for working in a Federal facility, which includes being fingerprinted and having a Federal background check performed prior to date of hire and maintained throughout duration of employment. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months. 

PHYSICAL/MEDICAL DEMANDS

Must be able to work comfortably on fishing vessels, including boarding and transferring equipment between vessels and/or dock. Post Offer/Employment Condition: Must be able to obtain NOAA Medical Clearance for embarking/working on NOAA research vessels or other appropriate vessels, which includes providing proof of required immunizations and/or obtaining the necessary immunizations as required by NOAA Marine and Aviation Operations, and maintain throughout duration of employment.

POLICY/REGULATORY REQUIREMENT

SECONDARY QUALIFICATIONS:   

Experience working with Electronic Monitoring for fisheries applications. Strong technical skills with the ability to program software and navigate the machine learning software, Video and Image Analytics for Marine Environments (VIAME) or other comparable software.   Familiarity with use and setup of Google Cloud Platform (GCP).  Mechanical skills with the ability to perform maintenance and troubleshoot issues with EM system hardware, including cameras and sensors. Experience working as an observer in the Hawai‘i or American Samoa longline fisheries. Background in computer science and programming, including Linux code. Knowledge of machine learning theory.
