Regular, Part-Time (50% FTE), Limited-Term (not to exceed twelve (12) months in duration), RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology, Department of Ocean and Resources Engineering (ORE), located at the University of Hawai‘i (UH) at Manoa in Honolulu, Hawai‘i. Telework (from employee`s residence city and state within Oahu) may be permissible subject to review and approval by Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $2,500 - $3,000/Mon. (@50% FTE)
DUTIES: Supports the ORE SMART Cable Project Manager within the project office of the Gordon and Betty Moore Foundation (GBMF) Science Monitoring And Reliable Telecommunications (SMART) Subsea Cable Project to achieve the vision for SMART Cables detailed in the Project proposal and other SMART Cable publications. Produces and maintains expenditure documents for research projects (including subawardees), including travel, conferences, vendor/purchase order processing and procurements/payments. Reviews and reconciles monthly budget status reports and makes necessary revisions. Is heavily involved on matters relating to project grants and conferences/meetings, procurement and accounting, and advises project staff and Principal Investigator (PI) of relevant policy and procedure changes as appropriate. Collaborates with the PIs and Fiscal Administrators (FAs) on review of fiscal reports and on the execution of fiscal actions. Works with granting and cooperating agencies, UH and RCUH departments, and project staff for pre-award and post-award functions. Works with international governments, industry, and academic entitles as they relate to SMART Cables. Arranges logistics for meetings, conferences, and site visits. Coordinates travel for participants, visiting researchers, and others. Prepares technical papers, reports, abstracts, and announcements for publication or email distribution. Assists with personnel and equipment inventory tasks. Prepares project proposals to granting agencies, ensuring all aspects are in compliance with application policies and procedures and coordinates submission with the Office of Research Services and the SOEST Fiscal Office. Reviews proposal budgets for accuracy and makes necessary adjustments. Reviews proposal content for grammar, style, and consistency with budgetary items. Maintains office and computer supplies, processes telecom and inventory requests. Oversees student and temporary staff as needed. Inputs, reviews, and approves HR Portal transactions, including eTimesheets on behalf of or in the absence of the PI with the PI`s concurrence. Maintains and works with other supporting staff on web and social media.
PRIMARY QUALIFICATIONS:
EDUCATION
Bachelor's Degree from an accredited four (4) year college or university in Finance, Accounting, Business Administration or related field.
EXPERIENCE
One to three (1-3) years of progressively responsible project administration/support and project management experience, which includes budget planning and personnel administration, including experience in the scientific research environment, and demonstrated experience with complicated transactions involving purchasing, travel, services agreements, and other related transactions.
KNOWLEDGE
Functional knowledge of the principles and practices of basic government and fund accounting systems and research administration. Knowledge of common office equipment and software (e.g., Microsoft Word, Excel, and PowerPoint, Adobe Acrobat, etc.), and web and social media.
ABILITIES & SKILLS
Ability to analyze, interpret, and use sound logic and judgment in the application of a variety of financial and administrative rules and regulations. Ability to multi-task and manage various ongoing projects on a daily basis. Must possess strong communication skills. Ability to use computer, word-processing, and spreadsheet software (e.g., Word, Excel, and Mac OS). Ability to understand and follow complex oral and written instructions. Ability to effectively conduct work remotely (e.g., telework) as applicable. Post Offer/Employment Condition: Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months. Must be able to complete the UH Title IX training within twelve (12) months from date of hire.

SECONDARY QUALIFICATIONS:
Working knowledge of administrative policies and procedures of the RCUH and UH and the Federal government. Fundamental experience with contact databases, conference coordination, scientific terminology, and Internet use. Previous supervisory experience. Experience with website and social media management. Experience in STEM fields. Experience in Geoscience fields.
