Regular, Full-Time, RCUH Non-Civil Service position with the RCUH Corporate Finance Department – Procurement & Disbursing Section, located in Honolulu, Hawai'i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $3,090 - $4,500/Mon.
DUTIES: Responsible for maintaining the RCUH vendor master file and ensuring that accurate information is maintained for the filing of IRS Form 1099-misc. This includes analyzing Internal Revenue Service (IRS) W-9 and UH WH-1 forms submitted by users; and reviewing existing and new vendor records to ensure that valid tax identification numbers and federal tax classifications have been submitted. Interprets RCUH and UH policies and procedures and State and Federal laws, rules and regulations to audit vendor payment and employee reimbursement documents for compliance. Reviews the substantiation of vendor advance payments and cash advance allowances when clearing advances made against RCUH internal accounts, for the proper application of IRS accountable plan rules and RCUH policies. Data entry of non-web encumbrance and payment documents into the RCUH Financial Information System. Post-audits web payment transactions. Reviews and processes domestic and international wire transactions. Acts as an accounts payable coordinator to follow-up and research the status of past due vendor accounts. Provides administrative support to the Procurement and Disbursing Office.
PRIMARY QUALIFICATIONS:
EDUCATION
Bachelor`s Degree from an accredited four (4) year college or university in Business or related field that provides skills and training necessary to perform major functions and duties of the job. (Associate`s Degree from an accredited community college in a Business-related field and an additional three (3) years of similar business or fiscal office experience may substitute for a Bachelor`s Degree. Experience must demonstrate the ability to perform the major functions and duties of the job.).
EXPERIENCE
Two to four (2-4) years of experience working in a business or fiscal office handling accounts payable, contracting, accounting, purchasing or other business functions and dealing with the public. May be substituted by experience that contributes to the ability to perform major functions and duties of the job.
KNOWLEDGE
Knowledge of corporate or institutional policies and procedures.
ABILITIES & SKILLS
Proficient in the use of the PC for word processing, spreadsheet and presentation software (PowerPoint or similar). Good communication skills including public speaking and effective writing skills. Possess good reasoning skills to make decisions and the ability and willingness to form and express decisions. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check. Must be able to complete the UH Title IX training within twelve (12) months from date of hire. Must be able to complete the Hawai'i State Ethics Code Training within three (3) months from date of hire, and re-certify every four (4) years. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months. Must be able to complete the EEO/Sexual Harassment Prevention and Workplace Violence Prevention trainings within twelve (12) months from date of hire, and re-certify every two (2) years.
PHYSICAL/MEDICAL DEMANDS
Ability to lift and carry up to ten (10) pounds unassisted.
POLICY/REGULATORY REQUIREMENT
As a condition of employment, employee will be subject to all applicable RCUH policies, procedures, and trainings and, as applicable, subject to University of Hawai‘i's and/or business entity's policies, procedures, and trainings. SECONDARY QUALIFICATIONS:
Two to four (2-4) years of experience as a fiscal or administrative officer or equivalent, working in a university or State government agency business or fiscal office handling disbursing or accounting functions. Knowledge of RCUH or UH policies and procedures (especially in the area of employee travel and Form 1099-misc and Form 1042-S reporting) and RCUH or UH financial accounting systems, or other online accounting, purchasing or business systems.
