We're looking for a full-time Programme Manager on a fixed term contract until March 2028. The team sits within Planning, Performance and Insight service and works across the council to deliver the Data and Intelligence Strategy portfolio of work, supporting better decision-making, improved services and stronger outcomes for Gloucestershire's communities. As Programme Manager for the Data Availability Programme, you will play a key role in turning the strategy into reality. You will coordinate work across multiple teams, directorates and support services to improve how data is accessed and used across the council. This will include managing programme governance, complex dependencies, risks, benefits and stakeholder engagement, while helping to support the delivery of priority data products and analytical outputs.
We are looking for a programme manager who can lead transformational, data-related programmes through development, implementation and benefits realisation. You will be highly organised, self-motivated and confident working across complex stakeholder groups, including senior managers and technical specialists. You will bring strong communication and influencing skills, with the ability to turn strategic objectives into clear plans, governance, delivery milestones and practical action. Experience of managing risks, dependencies, benefits and change in a local authority or similarly complex organisation would be particularly valuable.
