Description:

Consultant For Standard Operating Procedures

We are seeking an experienced consultant to develop, standardize, and deploy standard operating procedures (SOPs) across multiple departments under an approved governance charter and a SharePoint-based document repository. The consultant will work under the direction of our PMO, partnering with department leads and subject matter experts to deliver a high volume of clear, compliant, and consistently formatted procedures on a phased schedule running through June 2027.

Engagement Details:

  • Engagement Type: Contract
  • Anticipated Start: September 2026
  • Initial Term: Ten months, through June 2027, with option to extend
  • Commitment: 8 hours per week
  • Location: Fully remote preferred; work performed through the vendor with virtual collaboration during Library business hours (Eastern Time)
  • Reports To: Director of End User Services and PMO Lead
  • Executive Sponsor: Chief Operating Officer

Key Responsibilities:

  • Draft, revise, and finalize SOPs using approved Library templates, numbering conventions, and document classifications.
  • Facilitate working sessions and interviews with subject matter experts, frontline staff, and leadership to capture accurate process detail.
  • Review existing documentation and identify content to formalize, consolidate, or retire.
  • Ensure procedures reflect applicable compliance obligations, including OSHA, ADA, CIPA, and related public agency requirements, and flag gaps for leadership review.
  • Publish approved SOPs to the SharePoint repository with correct metadata, version control, and review dates.
  • Develop rollout communications, quick reference materials, and training artifacts that support staff adoption across all locations.
  • Prepare review packages for the SOP governance process and incorporate feedback through controlled revision cycles.
  • Provide regular status reporting to the PMO, including progress, risks, and dependencies.
  • Document repeatable playbooks and coach designated staff so the Library can sustain the program after the engagement concludes.

Required Qualifications:

  • Seven or more years of experience in business process documentation, SOP or policy development, or technical writing in operational environments.
  • Demonstrated delivery of a high-volume documentation portfolio, 40 or more procedures within a single program, on a fixed timeline.
  • Experience working within a formal governance or document control framework, including version control and structured approval workflows.
  • Strong facilitation, interviewing, and plain-language writing skills, with samples available on request.
  • Proficiency with Microsoft 365, including SharePoint document libraries and advanced Word.
  • Availability for scheduled virtual working sessions with Library staff during Eastern Time business hours.

Preferred Qualifications:

  • PMP, CAPM, or comparable project management credential, or experience operating within a PMO structure.
  • Experience in public sector, library, higher education, or other multi-site public-facing environments.
  • Familiarity with security, IT service management (ITIL), or facilities operations domains.
  • Experience supporting training and change management for procedural rollouts.
