What to Expect-

Among the varied range of responsibilities held within this role, the Training Coordinator will,
Coordinate, develop, schedule, and facilitate statewide agency training:

  • Collaborate with agency training leadership and instructors, program leadership, and subject matter experts to identify training needs, develop training plans and execute delivery.
  • Conduct research to identify training curriculum, contractors, courses, regulations, costs, and availability.
  • Provide consultation, feedback, and directions to instructors and contractors to ensure the coordinated delivery of high-quality training.
  • Coordinate and schedule statewide agency-provided and contracted training.
  • Monitor and process contracted training deliverables and invoices.
  • Maintain rosters and track enrollment and completion using the Learning Management System (LMS) and attendance records to ensure accurate training records.
Develop, coordinate, and manage agency training logistics:
  • Establish, monitor, and approve contracts for logistical support including training rooms, equipment, vehicles, and supplies using state contract procedures.
  • Schedule training locations, rooms, and trainers using shared calendars and direct communication to confirm event details including trainers.
  • Track and process invoices for logistics using fiscal systems to ensure timely payment.
Develop, disseminate, maintain, and respond to employee training communications:
  • Develop, disseminate, and maintain agency training communications including training announcements, requirements, and reminders.
  • Collaborate with the agency communications staff to develop and deliver agency training communication plans.
  • Ensure all classes and schedules are posted on the agency training calendar.
  • Provide supervisors and employees with individual consultation and information regarding training requirements to include available classes, pre-requisites, attendance, participation, course content, registration, course completion, and documentation.
  • Deploy, collect and evaluate course and instructor evaluations.
Administrate and coordinate the Learning Management System (LMS) operations, technical functions, and services:
  • Develop and run LMS reports to track and monitor employee registration, completion, and compliance.
  • Create and manage courses in the LMS and track completion.
  • Provide employees with training and consultation on use of LMS and assistance to resolve individual and systems issues.
  • Collaborate across systems to ensure training records are coordinated in the emerging Volunteer Program System, Safety Management System, and Human Resources (HR) Workday.
Working Conditions:
Work setting, including hazards:
  • Work is performed almost exclusively indoors in an office environment. Assigned duty station is in WDFW Headquarters in the Natural Resource Building and may include telework options.
  • May require statewide travel to support training.
  • Office hazards may include sitting for long periods of time, fluorescent lights, repetitive motions, extended computer use, and carrying of training materials and equipment.
Schedule:
  • Typically, Monday - Friday 8:00 A.M. - 5:00 P.M., 40 hours per week.
  • Will work in the office a minimum of two (2) days a week and adjust the work schedule to meet business needs associated with travel, deadlines, stakeholder requests, and training delivery.
Travel Requirements: Statewide and overnight travel is required to support training, meet stakeholders, attend meetings, and conduct agency business.
Customer Interactions: Frequent contact with internal and external stakeholders by phone, email, Microsoft Teams, and in-person.
Qualifications:

Required Qualifications:
A bachelor's degree from an accredited college or university with focus on business, human resources, social or organizational behavioral sciences, or related field.
And all the following (may be gained concurrently)
  • Two (2) years of professional human resources experience
  • One (1) year of professional administrative service experience providing scheduling and coordination of business operations.
  • The ability to manage the needs of multiple customers with competing priorities, maintain professional communications, and manage multiple projects simultaneously.
Please Note: Closely related qualifying experience in human resources, public administration, organizational development or a related field may be substituted for the required education on a year-by-year basis.
Certifications/Licenses:

Preferred Qualifications:

In addition to the required qualifications, our ideal applicant will possess one or more of the following:
  • Knowledge and prior use of learning management systems (LMS).
  • Experience working with human resources or related systems (examples may include, HRIS, Workday and/or safety or volunteer systems) and integrating or reconciling data across platforms.
  • Strong project coordination skills in training environments, including scheduling, logistics management, and tracking multiple training events or deliverables simultaneously.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with (1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in , an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
