Role Overview
The Pennsylvania Turnpike Commission is seeking a Microsoft Dynamics 365 and .NET full stack developer to support enterprise systems and business-process improvements. This role combines Dynamics 365 CE / Dataverse configuration and development, Power Platform solution delivery, API and integration work, testing, documentation, and end-user support across Commission operations.

Primary Responsibilities

• Lead and/or participate in project teams supporting enterprise system work efforts and gather information from user departments to support end-user needs.
• Configure, maintain, troubleshoot, and enhance enterprise systems and software supporting Commission business processes.
• Design and implement model-driven apps, Dataverse tables, forms, views, business rules, security roles, and solutions.
• Build Power Automate flows and integrations with internal and external systems.
• Develop and maintain plugins, custom workflow activities, Web API integrations, JavaScript form scripts, PCF controls, and related custom code.
• Develop secure APIs and supporting application components using ASP.NET Core, C#, VB.NET, Entity Framework Core, and related Microsoft technologies.
• Develop React/TypeScript single-page applications and support modern front-end delivery.
• Perform full application development lifecycle work including requirements, coding, unit testing, validation, implementation, and change coordination.
• Develop, execute, and validate test scripts and support successful implementation of changes.
• Create and maintain business process procedures and other technical or end-user documentation, and assist with end-user training.

Required Technical Skills
Advanced Dynamics 365 CE / Dataverse experience, including solutions, forms, views, security roles or teams, business rules, and JavaScript customizations.

• Advanced Power Platform development experience, including Power Apps, model-driven apps, canvas apps, Power Automate, and environment strategy.
• Advanced proficiency with C#, VB.NET, ASP.NET Core, Web API, Entity Framework Core, SQL Server, and custom code built on the Dynamics platform.
• Advanced experience building plugins, custom workflow activities, PCF controls, and secure integrations using REST and SOAP APIs.
• Intermediate to advanced experience with OAuth 2.0 / OpenID Connect, Azure Active Directory, Microsoft Graph, Git-based workflows, and CI/CD in Azure DevOps.
• Intermediate to advanced front-end experience with React, TypeScript, Angular, HTML5, and CSS3.
• Strong enterprise application support experience covering configuration, troubleshooting, testing, and end-user procedure development.

Preferred Qualifications

• Senior-level enterprise systems experience configuring enterprise software, providing technical assistance, conducting system testing, and developing end-user procedures.
• Bachelor's degree in information technology or a closely related field, or an equivalent combination of education and experience.
• Experience developing and maintaining a Dynamics web portal for customer self-service, including real-time payment capture.
• Experience developing and maintaining real-time integration between Dynamics 365 CE and Finance & Operations via Logic Apps.
• Experience enhancing chatbot experiences in Azure and the Azure Bot framework to automate business processes.
• Microsoft certifications in relevant technical areas.
