Description of Work

Although the length of time this position will be active cannot be determined, it has the potential to extend up to 3 years (36 months), with a possibility of extending up to 5 years (60 months).

This position administers federal grant activities for the U.S. EPA Hazardous Waste Management State Program Support Federal Grant (HWMSPS), recently awarded for five years within the Division of Waste Management (DWM). This three-year time-limited position is responsible for developing and maintaining the administrative processes, tracking systems, and compliance documentation necessary to support implementation of this new federally funded program.
This position is responsible for translating federal grant requirements and work plan objectives into operational processes, documentation standards, tracking tools, and monitoring structures that support effective program administration and compliance with federal, state, and DEQ policies through the life of the grant. This position operates with a high level of independence and requires a professional capable of guiding implementation and coordination across multiple divisions, partner agencies, and grant subrecipients.
Key Responsibilities:
• Serve as the lead administrative resource for implementation of the HWMSPS federal grant, utilizing prior experience administering federal grant programs to translate federal award requirements and work plan objectives into operational processes, documentation standards, and compliance systems used to guide program administration.
• Establish and maintain administrative tools, tracking systems, and documentation protocols used to monitor grant milestones, deliverables, reporting requirements, and compliance activities throughout the grant lifecycle.
• Manage and facilitate coordination of grant administrative activities across DEQ divisions and partner agencies, ensuring alignment with the federal grant work plan and identifying administrative or compliance issues requiring management attention.
• Monitor grant budget expenditures and support financial compliance, including tracking expenditures, reviewing budget revision requests, and coordinating approvals in accordance with federal, state, and DEQ fiscal policies.
• Assist in development and implementation of subrecipient monitoring processes, including risk assessment activities, documentation review procedures, and corrective action tracking to support compliance with grant requirements.
• Coordinate preparation of required grant reports and maintain administrative guidance for program staff and grant participants, compiling program data and performance metrics and supporting consistent interpretation of federal grant requirements.

Bachelor's degree in accounting, finance, business administration, public administration, or a related discipline from an accredited institution and 1 year of directly related experience or an equivalent combination of education and experience
