PURPOSE:

The Sr. Data Analyst position supports the execution and continuous improvement of the data governance framework, reinforcing data as a strategic asset across CareFirst. This role will be working alongside the Data Governance Manager and various team members to set standards, policies, and processes for data quality and compliance. The senior data analyst position will work with data owners and stewards to uncover and understand data challenges that could impede progress within data domains.

ESSENTIAL FUNCTIONS:

  • Collaborate with business domains, IT and other key stakeholders to communicate governance policies, uncover data challenges, and promote a culture of data accountability.

  • Collaborate closely with Data Management and Data Architecture teams to ensure governance standards align with technical architecture.

  • Collaborate with data owners and technical teams to identify and resolve data challenges related to data quality and integrity.

  • Facilitate data owner training sessions to improve data understanding and promote the use of governance tools.

  • Support metadata curation and cataloging to enhance data discoverability and usability.

  • Drive the identification of Critical Data Elements (CDEs) and the creation and validation of the Data Marketplace with data owners, ensuring clear, common understanding of business terms.

  • Maintain the Informatica Cloud Data Governance Catalog (CDGC) by ensuring data is properly documented, classified, and maintained.

  • Develop and enforce standards for data privacy, security, and accessibility across data sets.

  • Develop and maintain artifacts and documents related to data governance.

  • Review, develop, and edit policies in support of Data Governance principles.

  • Work with the Data Governance Manager in leading the companys data governance roadmap by executing guiding principles that results in a mature data environment.

  • Lead Data Governance Data Domain committee meetings and working group sessions.

  • Partner with data owners, stewards and SMEs to define governance priorities, value drivers, and decision-making authority.

  • Mentor data governance community including stewards, custodians, and business/data SMEs.

  • Provide guidance on best practices for governing data across domains and lines of business.

  • Establish and monitor key performance indicators (KPIs) to measure program effectiveness and identify areas for improvement.

  • Establish outcome-based data governance KPIs that demonstrate data quality, accountability, and measurable impact to the company.

SUPERVISORY RESPONSIBILITY:

Position does not have direct reports but is expected to assist in guiding and mentoring less experienced staff. May lead a team of matrixed resources.

QUALIFICATIONS:

Education Level: Bachelors degree in Data Science, Information Systems, Computer Science or related field OR in lieu of a bachelors degree, an additional 4 years of relevant work experience is required in addition to the required work experience.

Experience: 5 years experience in data governance or data analytical role.

Preferred Qualifications:

  • Experience in healthcare industry.

  • 5+ years of experience in data management or data governance.

  • Demonstrated success partnering with data owners, stewards and IT leaders.

  • Strong experience establishing data quality standards, critical data elements, and data issue management.

  • Excellent communication and collaboration skills to work across diverse teams.

  • Strong understanding of data governance principles and tools.

  • Strong interpersonal skills and the ability to work collaboratively with a wide range of individuals at various levels of the organization.

  • Ability to identify, analyze, and work collaboratively with IT teams to resolve complex data quality issues, with strong attention to detail.

  • Experience: 5+ years of experience in a combination of data management and data governance roles required along with 3+ years of experience in implementing data governance in a business environment.

Knowledge, Skills and Abilities (KSAs)

  • Strong understanding of data governance principles: data quality, metadata management, and establishing data accountability.

  • Experience with data governance tools such as Informatica Cloud Data Governance Catalog (CDGC).

  • Collaboration skills in agile environments.

  • Ability to work closely with the Data Governance Manager to establish data governance across the company to drive impact.

  • Ability to translate the data owners and stewards needs into data standards, definitions and policies.

Salary Range: $85,032 - $168,883
