The Department of Community Health is looking for a skilled Category Manager for the Procurement Unit of the Financial Management Division. This role will lead a specialized category in Strategic Sourcing and will develop and execute procurement strategies that are designed to maximize customer satisfaction and minimize cost for assigned complex category(s). This role also develops and maintains effective working relationships with internal and external stakeholders. This role also manages the procurement division or category and vendor performance. The Category Manager directs subordinate supervisors and staff and may also manage multiple categories. The Office of Procurement Services (OPS) is responsible for the centralized procurement of goods and services for the Georgia Department of Community Health (DCH). It is the mission of OPS to obtain quality goods and services at the lowest reasonable cost for the best value, while operating at the highest standards of ethical conduct and achieving optimum results for its members and recipients.
Job Responsibilities

  • Develop and manage strategic sourcing initiatives for projects and coordinates sourcing projects, ensuring compliance with funding requirements and CMS guidelines
  • Ensure procurement activities are based upon effective procurement strategies for projects, identifying priority targets that maximize funding opportunities
  • Leads and manages complex, high-value IT solicitations for Medicaid Enterprise Systems Transformation (MEST) initiatives, ensuring compliance with federal regulations, CMS standards, and state procurement requirements while coordinating cross-functional stakeholder engagement throughout the procurement lifecycle
  • Understands the federal and State of Georgia Contracts/Procurement relationship and processes. Manages the contract documentation workflow process for projects ensuring compliance with both federal and state requirements
  • Analyzes, updates and tracks project contracts database and state reporting modules. Identifies and accurately reports the appropriate status of federal and state funded IT contracts to appropriate divisions, project officers, budget analysts, and business owners
  • Establishes and maintains effective channels of communication oversight agencies, DOAS, OIT, OPS, and state agency leadership
  • Populate category group departmental dashboard and state reporting dashboards to report cluster performance against key milestones and state measures
  • Learn from state entity staff regarding state procurement policies and how to procure quality products and services while maximizing funding value and ensuring compliance within state regulations, entity policy, rules and regulations
  • Ensures that state entity objectives are achieved in accordance with applicable and state timelines, goals and deadlines
  • Coordinates with other Category Managers and State Purchasing staff to set and communicate internally the annual category group sourcing projects for all initiatives assigned
  • Manage resource allocation between category activities, MEST project requirements, and special state procurement projects within the cluster. Identifies and incorporates qualified special project categories into category group
  • Serves as central point of contact for state customers and vendors of purchasing categories/initiatives assigned
  • Establishes and manages executive level relationships with critical and strategic technology vendors, healthcare system providers, and customers
  • Ensures that customer service standards are met in all procurement activities
  • Effectively works with partner agencies, project stakeholders, fellow Category Managers, internal and external customers, and/or Contract Compliance to resolve vendor protests and/or customer complaints in a timely manner
  • Identifies, adopts, and implements best practices in the field of state procurement and project management for assigned category groups
  • Understands, applies, and complies with the Georgia Procurement Manual (GPM), guidelines, procurement rules and regulations, and departmental policies and procedures
  • Interprets and ensures compliance with applicable federal laws, state laws, rules, regulations, policies, procedures, and ethical standards for assigned staff and contractors
  • Reviews day-to-day practices on an on-going basis to identify possible areas for improved effectiveness, efficiency, and state compliance. Identifies issues and potential solutions through policy changes and helps drive changes
  • Identifies and attends appropriate professional development related to state procurement and project management field
  • Performs other duties as assigned by OIT and OPS management

Minimum Qualifications

Bachelor's degree in accounting, business, or a related field from an accredited college or university and seven (7) years of professional job experience in inventory, purchasing, or supply chain management which includes four (4) years in a managerial role; or Two (2) years of experience at the lower level Mgr, Purchasing (FEM050) or equivalent position.

Preferred Qualifications:

Georgia Certified Purchasing Manager (GCPM) Certification or equivalent

Supply Chain Management Certification/Experience

Prior experience sourcing IT services, software, or technology solutions in a public sector or regulated environment
