Position Summary

The Engineering Technician performs technical civil engineering support work involving the preparation, production, and editing of plans, layouts, and related documents using AutoCAD Civil 3D based on field surveys and engineering data. This position serves as an on-site inspector for local, state, and federal construction projects, ensuring work is completed in accordance with approved plans, specifications, and safety standards while maintaining public safety. The Engineering Technician also assists with data collection and recordkeeping related to traffic engineering and supports the preparation of traffic control, signing and striping plans, safety studies, and warrant analyses.

In addition, the Engineering Technician functions as a subject matter expert and cross-functional resource for geographic and infrastructure data management. This role anticipates, collects, analyzes, and maintains accurate digital records of construction, maintenance, and geospatial information, ensuring the integrity of GIS and infrastructure databases. The position leads efforts to improve workflows through the implementation of digital tools and solutions, including the development of ArcGIS Online maps, field maps, and applications. The Engineering Technician establishes new data collection and analysis methods, maintains infrastructure and GIS network records, and provides recommendations to management on strategies, operational processes, and system improvements.

Essential Duties and Responsibilities

  • Performs the preparation, production, editing of plans, layouts from field surveys & other civil engineering related documents using AutoCAD Civil3D.
  • Manages and inspects local, state, and federal projects on site ensuring work is done per specifications while maintaining public safety. Monitors traffic control for private projects permitted along public roadways within the City.
  • Designs street/utility projects, from point files/survey figures, alignments, watermain design, sanitary design, storm design, profiles, surfaces, assemblies, corridors, cross sections, plan notes, signing and striping, traffic control, quantity take off, details, and SWPPP's.
  • Responsibility of maintaining asset inventories of all utility systems for our in-house locating services.
  • Uses mapping software to gather and analyze spatial data and design digital maps, field apps, and dashboards for use by management and field personnel.
  • Subject matter expert and cross-functional leader who anticipates, collects, analyzes and catalogs geographic and maintenance activity changes and maintains very accurate digital databases that house geospatial information.
  • Prepare cost estimates for local, state, and federal projects.
  • Manage cartograph asset management system, serving as a liaison establishing and maintaining effective working relationships with the general public.
  • Support the O&M leadership team in developing reports and coordinating operation division projects.
  • Performs other duties as assigned.
Minimum and Desired Qualifications

Education
Associate degree in civil engineering or closely related field.

Experience
Three (3) years of experience in the engineering field.

Licenses/Certifications
  • Valid driver's license.
  • Certifications required within 6 months of hire:
    • MNDOT Certifications (Aggregate Production, Concrete Field, Bituminous Street, Grading and Base, Signal & Lighting).
    • AutoCAD.
  • Certifications required within 1 year of hire:
    • Erosion/Sediment Control (Construction Installer, Construction Site Management, Construction Designer).

Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Knowledge, Skills and Abilities
  • Knowledge of AutoCAD, ADA Compliance, construction work zone safety.
  • Safety program training (confined space, winter safety, blood borne pathogens, ergonomics, PPE).
  • Thorough knowledge of City and department policies and procedures; knowledge of Federal, State, and local codes, regulations, and licensure requirements pertaining to engineering.
  • Knowledge of safety principles; knowledge of and skill in personnel management techniques.
  • Knowledge of and ability to use Microsoft Office Suite and position specific software.
  • Ability to read and understand maps, records, drawings, and plans.

Desired Qualifications
  • Bachelor's degree (or higher) in Civil Engineering Technology or related field.
  • Five (5) years of AutoCAD and Civil 3D experience and proficiency.
  • Five (5) years of road, watermain, storm sewer, and sanitary sewer construction observation experience.
  • Two (2) years of experience working with ArcGIS.
  • Two (2) years of experience with Minnesota State Aid (MSA) construction projects.
  • MNDOT Construction Certifications.
  • Advanced skills using Microsoft Office Suite (Word, Excel, PowerPoint, etc).
  • Comprehensive knowledge of the principles, practices, methods, techniques, tools and equipment used in technical engineering work in the office and field, including drafting using AutoCAD, engineering calculations, surveying and inspection work.
  • Fluency in Spanish, Hmong, Russian, Somali, Lao or Vietnamese language(s).
  • Experience working with people from various cultural, socioeconomic, racial, and ethnic backgrounds.

  • Core business hours are set by departments based on operational needs. Alternative schedules can be arranged, but must comply with the City's Alternative Work Arrangement policy. Summer operations are 100% field-based, requiring full-time outdoor or on-site presence.
  • Position is a full-time, non-union, non-exempt position subject to a flexible schedule that includes a standard eight (8)-hour work day, Monday through Friday. Due to construction project deadlines during the summer months, this position will require the ability to work weekends or outside of regularly scheduled hours as needed.
  • Work is performed in the office and in the field.
  • Headaches, eyestrain, and other related occupational hazards reflect the most common potential for injury in the office.
  • Work is light duty and sedentary with ability to lift, carry, or move 10 pounds regularly/occasionally. Extensive keyboarding may put incumbent at risk for repetitive motion injury.
  • Prolonged periods of standing, bending, sitting, stooping, kneeling, climbing.
  • This position must be able to deal with difficult or hostile individuals.
