Job Overview

Evans & Chambers Technology is seeking a highly motivated Digital Systems Architect to join our team in an agile, transformational environment supporting the U.S. Indo‑Pacific Command (USINDOPACOM) Operations Directorate, part of the Joint Fires Division at Camp H.M. Smith, Hawaii. The role drives the integration and secure storage of data, ensuring authorized users can access critical information in real‑time to support decision‑making across the Indo‑Pacific Joint Coalition Fires enterprise.

Responsibilities

  • Drive integration of data across Services, Allies, and Partner Nations within the Indo‑Pacific Joint Coalition Fires enterprise to maximize effects against selected targets.
  • Co‑ordinate with multiple staff offices to collect, fuse, standardize data ingestion and tagging; manage associated USINDOPACOM data assets.
  • Capture, integrate, and engineer data using digital skillsets; develop large‑scale ETL/ELT pipelines with Apache Spark, ElasticSearch, R, Python, PySpark, and Kibana.
  • Map and tag data assets (operational, intelligence, enterprise, business) to support search and discovery.
  • Provide ontology, data quality, and data architecture for all USINDOPACOM data; advise on INDOPACIFIC data strategy and policy.
  • Utilize industry‑standard communication and visualization tools to convey complex quantitative insights; deliver executive summaries to Branch Lead, Division Chief, Directorate flag, and senior officials.
  • Facilitate relationships across Geographic Combatant Command CDOs, Combatant Commands CDO, and Joint Staff CDO; support risk & vulnerability assessment planning.
  • Interpret and communicate insights and findings from analysis to customers and stakeholders; prepare reports, charts, tables, and predictions.
  • Maintain a real‑time understanding of technical requirements: analytics, customer segmentation, data manipulation between applications, large‑scale metadata, and statistical reporting.
  • Develop scripts and programs to convert various data types into usable formats; support scaling, monitoring, and operation of data platforms.
  • Mentor and collaborate within cross‑functional teams.

Minimum Requirements

  • 4+ years of experience as a data architect, data engineer, or software engineer; bachelor's degree in Computer Science, Mathematics, Computer Engineering or related field (Master's + 2 years).
  • 4+ years of experience with database design and implementation.
  • Experience with SQL, data analysis, and data validation.
  • Experience with Python and PySpark; building scalable ETL/ELT workflows for reporting and analytics.
  • Experience developing APIs and working with industry standards (SOAP, XML, JSON, JavaScript).
  • Experience with MIL‑STD data formats (USMTF/OTH, CMF, TACTICAL DATA LINKS/JREAP, VMF) and strong datalink background.
  • Strong problem‑solving skills, creativity, and oral presentation, data visualization, and writing skills.
  • Must have an active Top‑Secret security clearance with SCI eligibility; US Citizenship is required.

Preferred Qualifications

  • Experience with USINDOPACOM HQ, the AOR, and associated intelligence/operational missions.
  • Experience with intelligence community systems and tools.
  • Previous experience working in a 4‑star Headquarters.
  • Experience with AWS, Java, C++, APIs, SOAP, XML, JSON, and/or JavaScript.
  • Experience with developing architecture, ETL data pipelines, and data models.
  • Experience with data wrangling and database software (Databricks, Snowflake).
  • Experience with Microsoft 365 data‑centric products, including Dataverse or Power BI.
  • Experience with Agile engineering practices.
  • Knowledge of Qlik and data lake design.
