Animal Control And Protection Officer I, Sr-14

The County of Hawai`i is hiring for two (2) immediate permanent full-time vacancies with the Animal Control and Protection Agency in Kailua-Kona. This position is a career ladder position. The next level in the series is Animal Control and Protection Officer II, SR-16, $4,240/month. Persons hired into career ladder positions must meet minimum qualifications for the next level in the career ladder series, perform work at the higher level, and meet performance requirements to move to the next level in the career ladder series. The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Special Working Conditions: The Animal Control and Protection Agency is a seven (7) day a week operation. Working hours may include four (4) day/ten (10) hour workdays, weekend, and holiday work as required. Exposure to hazardous, filthy, and/or obnoxious conditions and with potentially dangerous animals in all forms of weather.

Examples Of Duties

Under direct supervision receives formal and structured on-the-job training in the response to requests for animal control and protection services; learns applicable laws and regulations governing the humane care, control, protection, and impoundment of animals.

  • Receives training and assists with investigations and preparation of reports related to stray, loose, and injured animals, dangerous dogs, animal cruelty and attacks.
  • Assists with and receives training on conducting patrols and humanely captures and removes stray, uncontrolled, injured, or abused animals from undesirable conditions and transports them to the shelter for impoundment.
  • Receives training on how to prepare and maintain accurate and legible case files, work records and forms, and reports, including accounts of investigative findings and other information; uses a computer to access, input and retrieve work-related information, maintain case files and records and produce written reports.
  • Appears in court for testimony when required.
  • Keeps up to date and provides information to staff and the public on laws and regulations governing the treatment, care, and control, and protection of animals to the public.
  • Takes appropriate action in the removal of dead or injured animals from public and private property.
  • Attends and participates in shelter meetings, community, and educational presentations and events.
  • Immediately notifies Animal Control and Protection Administrator appropriate staff of any major incidents requiring special attention.
  • Learns and provides information on laws and regulations governing the treatment, licensing, care and control of animals to the public in the field.
  • Regularly inspects equipment and vehicles for damage and wear; maintains equipment and assigned vehicles and notifies supervisor of any mechanical issues or other problems; keeps accurate records and inventory of vehicles and equipment.
  • Participates in outreach services; educates the public about animal issues and responsible pet ownership and promotes a humane and caring attitude towards animals.
  • Safely operates a vehicle to perform work-related travel.
  • Performs other related duties as assigned.

Minimum Qualification Requirements

Training and Experience: A combination of education and experience substantially equivalent to:

  • Graduation from high school, and
  • Two (2) years of experience handling animals, and
  • Possession of a valid State of Hawai'i driver license (Class 3) or any other valid comparable driver license at time of filing. (You will be required to submit your valid driver's license at time of hire.)

Note: Possession of a current CAETA Certificate of Completion is required prior to completion of probation, and possession of a current American Red Cross CPR/AED/First Aid Certificate is required prior to completion of probation. Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Knowledge of safe and effective handling, restraint and confinement of animals; standard methods used by business establishments for keeping records; basic use of common computer programs, and basic characteristics of different species and breeds of animals. Ability to learn, understand, and interpret laws, codes, and regulations relating to animals and animal control; learn to capture, handle, restrain, confine, and transport animals using methods, techniques, and/or special equipment; remain calm and impartial in confrontational situations; develop and maintain effective relationships with other government and community agencies; communicate information concisely and effectively orally and in writing; resolve problems and complaints, conduct investigations safely operate a motor vehicle and equipment, and deal tactfully and effectively with community groups, individuals, and the public.
