Overview
Hitachi Rail Honolulu is looking for an enthusiastic self-motivated Head of Operations to work on the Honolulu Rail Project. The position is based in Pearl City, HI.
Accountabilities / Responsibilities
- Overall responsibility and accountability for the safe, efficient, and reliable Hitachi Rail Honolulu (HRH) rail transit service (Skyline).
- Develop and monitor the operations budget, including the annual budget and the multi-year project life budget.
- Calculate daily system service availability (SSA) and coordinate meetings with the Client to review and approve the SSA. The SSA is the primary factor in HRH's monthly cash flow.
- Provide recommendations and assist in the development of corrective actions to increase rail transit service efficiency and effectiveness.
- Provide leadership for operational personnel (approximately 135 employees, including supervisors and managers) and direct the operations department.
- Support ramp up activities and mobilization for future extension of the rail transit system (approximately 230 employees and supervisors/managers).
- Post jobs, interview, hire, and coach Managers for each operations department.
- Provide effective counsel and guidance to managers and conduct annual performance appraisals.
- Provide strategic direction as a member of the principal leadership in the HRH Operations and Maintenance (O&M) project.
- Ensure effective implementation of operating plans and schedules, including special events and extended hours of service.
- Ensure effective implementation of contingency plans and coordination between operational and maintenance departments to rectify train service problems and restore normal operations as soon as safely possible.
- Establish and enforce operating rules and regulations; assist in planning and development of policies and work instructions; ensure safety policy compliance and program enforcement, reviewing problems to determine the need for changes.
- Familiar with collective bargaining agreements (CBA) and participate in HRH management team activities for union contract edits and negotiations.
- Prepare and present oral and/or written reports and recommendations; prepare periodic reports to identify potential problems, trends, or other items of concern for the O&M Director's attention.
- Meet with the O&M Director regularly to provide updates on system performance, vacancy rate, hiring plans, and human resource issues within operations.
- Manage resources assigned to Operations to optimize utilization.
- Identify training needs for all Operation personnel and coordinate the implementation of effective training programs in coordination with the HRH O&M Training and Competency Manager.
- Maintain a required level of technical knowledge to oversee and contribute to resolving complex problems involving automatic train supervision (ATS), automatic train operations (ATO), and automatic train control (ATC).
- Establish procedures to ensure effective communication between operating, maintenance, safety, security, and support departments for the most efficient and safe rail service.
- Take over duties of the HRH O&M Deputy Director in case of their absence.
Qualifications & Experience
- Proven managerial experience in a rail transit operations department.
- 10 years of experience with 3-5 years in a rail transit managerial role in operations.
- Proficient in MS Office.
- Knowledge of ERP systems (e.g., SAP, Maximo), HiNext, ADP, Salesforce, and other corporate software.
- Experience with budget and cost estimation.
- Experience with rail transit operating procedures, work instructions, safety rules and regulations.
- Strong interpersonal skills with the ability to lead a large department, build teamwork, and maintain accountability.
- Excellent written and verbal communication skills.
- Ability to communicate effectively across multiple departments and organizational levels.
Education
Bachelor's in Engineering or equivalent technical experience.
PMP Certification (Project Management Professional) from PMI preferred.
Salary & Benefits
The salary range for this position is $123,000 - $184,500. Final pay is determined by experience, skillset, and location. Benefits include medical, dental, vision, disability, life and accident insurance, flexible spending accounts, retirement savings plan, and paid vacation.
