The Honolulu Liquor Commission has five (5) vacancies for Liquor Control Investigator I. This position, under the supervision of a Liquor Control Investigator III, is part of a team that inspects and conducts investigations where intoxicating liquors are manufactured, sold, and/or consumed and enforces Chapter 281 of the Hawaii Revised Statutes (HRS 281) and the Rules of the Liquor Commission. This position ascertains that liquor establishments are complying with terms and conditions of their respective licenses.
Duties And Responsibilities Include, But Are Not Limited To
- Independently conducting investigations of liquor law violations reported by the public, indicated by police reports, or otherwise brought to the attention of the Liquor Commission and assigned to the incumbent by a supervisor.
- Initiating investigations when violations are observed while on inspectional duties.
- Developing sources of information, locating and interrogating principals and witnesses involved, interviewing law enforcement officers who have knowledge of the incident being investigated, interviewing licensees and their employees, and obtaining physical evidence from premises and surroundings where incident took place.
- Preparing written reports of findings and evaluation of facts compiled.
- Independently inspecting premises to observe operations and to report on violations detected.
- Resolving minor discrepancies with the licensee or its manager and obtains immediate compliance with liquor laws and rules.
Special Work Requirements
- General work hours are Tuesday to Saturday from 7:00 p.m. to 3:00 a.m. or Monday to Friday from 7:45 a.m. to 4:30 p.m., however, shift hours may vary.
- May work day or night shift, weekends and possibly holidays and may be required to work overtime depending on operational needs.
- Operation of a City & County of Honolulu motor vehicle is necessary to travel to the various licensed premises to conduct inspections during the course of a work shift; to transport specialized equipment to a licensed premises, such as sound meters and video recording devices; to deliver evidence collection kits to the HPD for analysis; and to serve legal documents.

Minimum Qualification Requirements
At time of application, you must be a citizen, national or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
Education Requirement
Equivalent to graduation from high school. Responsible work experience which demonstrated the ability to perform the essential functions of the job may be substituted for education.
Experience Requirement
Two (2) years of inspectional or investigative work experience relating to the enforcement of laws, ordinances and/or rules and regulations.
Such Experience Must Have Demonstrated
- Knowledge of principles and techniques of inspection and investigation applicable to the work involved.
- Knowledge of rules of legal evidence and laws of arrest, court procedures, functions and jurisdictions of other enforcement agencies.
- Ability to understand, interpret, and explain laws, rules, and regulations.
- Ability to meet and deal effectively with a wide variety of people and elicit necessary information.
- Ability to gather, verify, and evaluate facts and evidence.
- Ability to prepare clear and concisereports.
Possession of the required amount of experience will NOT in and of itself be accepted as proof of qualification for the position. The overall experience must be of sufficient scope and responsibility as to conclusively demonstrate that you have the ability to perform the duties of the position.
Substitution : An associate's degree or a bachelor's degree from an accredited college or university
with a major in Criminal Justice (or closely-related major field)will substitute for the required two (2) years of inspectional or investigative work experience relating to the enforcement of laws, ordinances, and/or rules and regulations.
The education requirement must be met at the time of application. Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, proper documentation, e.g., a foreign credential evaluation (FCE), must be provided. We also reserve the right to request further information about your academic program, evidence of comparability, or an original transcript.
Verification Requirement: In order to be given credit for your education, clearly list your education credentials on your application. As part of the hiring process, you may be asked to furnish documentation to verify your education to satisfy this education qualification requirement.
