The County of Hawai`i is hiring for two (2) immediate permanent full-time vacancies with the Animal Control and Protection Agency in Kailua-Kona. This Animal Control and Protection Officer II, SR-16 position is a career ladder position. The next level in the series is Animal Control and Protection Officer III, SR-18, $4,742/month. Persons hired into career ladder positions must meet minimum qualifications for the next level in the career ladder series, perform work at the higher level, and meet performance requirements to move to the next level in the career ladder series. The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment. Special Working Conditions: The Animal Control and Protection Agency is a seven (7) day a week operation. Working hours may include four (4) day/ten (10) hour workdays, weekend, and holiday work as required. Exposure to hazardous, filthy, and/or obnoxious conditions.

Examples of Duties

  • Responds to requests and complaints in regard to stray, loose, dangerous, and injured animals, animal cruelty, attacks, and other animal control and protection services and enforces compliance with applicable laws and regulations governing the humane care, control, protection, and impoundment of animals.
  • Initiates and conducts investigations of limited complexity in regard to stray, loose, dangerous, and injured animals, animal cruelty and attacks; prepares reports as required; maintains accurate and legible case files, work records, forms and reports, including accounts of investigative findings and other information.
  • Conducts patrols and humanely captures and removes stray, uncontrolled, injured or abused animals and transports them to the shelter for impoundment.
  • Prepares and maintains accurate and legible case files, work records and forms, and reports, including accounts of investigative findings and other information; uses a computer to access, input and retrieve work-related information, maintain case files and records and produce written reports.
  • Humanely and effectively receives animals; enters information about the animals and takes pictures of kennel animals and identifies shelter animals with appropriate tags or bands before kenneling.
  • Humanely and effectively euthanizes sick, injured, and/or dangerous animals.
  • Appears in court for testimony when required.
  • Keeps up to date on Federal, State, and County laws, codes, and regulations relating to animal control and protection, governing the treatment, care, and control, and protection of animals.
  • Takes appropriate action in the removal of dead or injured animals from public and private property.
  • Attends and participates in shelter meetings, community, and educational presentations and events.
  • Provides information on laws and regulations governing the treatment, care and control of animals to the public; participates in outreach services; educates the public about animal issues and responsible pet ownership and promotes a humane and caring attitude towards animals.
  • Regularly inspects equipment and vehicles for damage and wear; maintains equipment and assigned vehicles and notifies appropriate staff of any mechanical issues or other problems; keeps accurate records and inventory of vehicles and equipment.
  • Immediately notifies Animal Control and Protection Administrator and appropriate staff of any major incidents requiring special attention.
  • May assist with training lower-level staff on animal control operations.
  • Safely operates a vehicle to perform work-related travel.
  • Performs other related duties as assigned.

Minimum Qualification Requirements

Training and Experience: A combination of education and experience substantially equivalent to: graduation from high school, and three (3) years of experience handling animals, of which one (1) year shall have involved the enforcement, interpretation, or application of animal control laws, ordinances, regulations, or policies and procedures, and possession of a valid State of Hawai'i driver license (Class 3) or any other valid comparable driver license at the time of filing. (You will be required to submit your valid driver's license at time of hire.) Note: possession of a current CAETA Certificate of Completion is required prior to completion of probation, and possession of a current American Red Cross CPR/AED/First Aid Certificate is required prior to completion of probation. Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application. Knowledge of: laws, codes, ordinances, rules and regulations applicable to the proper care and control of animals; safe and effective handling, restraint and confinement of animals; principles and techniques of investigation applicable to the work involved; characteristics of different species and breeds of animals; use of common computer programs, and report writing. Ability to: interpret, apply, and enforce, Federal, State, and County laws, codes, and regulations relating to animal control and protection; capture, handle, restrain, confine, and transport animals using methods, techniques, and/or special equipment; remain calm and impartial in confrontational situations; develop and maintain effective relationships with staff, government and community agencies; communicate information concisely and effectively orally and in writing; resolve problems and complaints; conduct investigations; safely operate a motor vehicle and equipment, and deal tactfully and effectively with staff, community groups, individuals, and the public.
