TYPE OF APPOINTMENT ISSUED:This position is included in the Educational Officers' Bargaining Unit and will be filled as a limited term temporary appointment. Probationary service credit and tenure are not granted for temporary appointments.
A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
Under the general supervision of the Educ Spec III/Administrator, of the Career Readiness Section, the Educational Specialist II:
1. Plans, designs, develops, implements, and monitors the Adult Education and Family Literacy Act (AEFLA) Program for the Hawaii State Department of Education as the eligible agency for the AEFLA grant; submits required annual reports and policies to the U.S. Department of Education National Reporting System (NRS) portal; develops and maintains written program guidance for performance accountability, fiscal responsibilities, state leadership responsibilities, eligible provider competition and monitoring, and WIOA American Job Center and State plan responsibilities.2. For each grant award, implements the written program guidance and ensures documents and records of the implementation are maintained in the areas of performance accountability, fiscal responsibilities, state leadership responsibilities, eligible provider competition and monitoring, and WIOA American Job Center and state plan responsibilities; carries out the four required state leadership activities under 29 USC Chapter 32 section §3303(b)(1) state leadership activities and may implement permissible activities under 29 USC Chapter 32 section §3303(b)(2); manages the Literacy, Adult, and Community Education System (LACES) student information system, and related activities such as data importing and matching.
3. Writes and submits the AEFLA program-specific requirements of the Hawaii State WIOA plan and common elements of the plan as needed in the WIOA State Plan portal; monitors the implementation of AEFLA requirements of the WIOA State Plan; collaborates with eligible providers and WIOA partners to meet the requirements of the WIOA State Plan.
4. Prepares program budget allocations, expenditure plans, purchase orders, contracts, memoranda of agreement, data sharing agreements, legislative testimonies, memos, and other documents as required. Prepares correspondence to address specific questions within areas of responsibility.
5. Keeps abreast of federal policies and/or regulations; current and significant research; and promising educational programs in adult education to develop resources and instructional tools that support the goals of AEFLA.
6. Serves as a liaison between the Hawaii State Department of Education and the U.S. Department of Education Office of Career Technical and Adult Education and other state and county government agencies, community groups, professional organizations, and mainland agencies and organizations in the area of adult education.
7. Performs other related duties as assigned.
Education: Graduation from an accredited college or university with a master's degree in education with a specialization in a subject field appropriate to the area(s) of assignment.
Education Substitution: Bachelor's degree from an accredited college or university or valid certificate/license/professional diploma in education plus two (2) additional years of relevant experience in a subject field appropriate to the area of assignment.
Experience: Six (6) years of responsible professional work experience in the education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.
DesiredExperience: Two (2) years of supervisory work experience, implementation, and monitoring of federal programs.
Combined Education and Experience: An equivalent combination of education and experience may be acceptable as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency, or system.
Knowledge: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
DesiredKnowledge: Current research-based knowledge of and experience with implementing standards-based instruction and grading; competent use of digital media applications.
Ability to: Provide leadership, planning, and coordination in the area(s) of assignment; develop, analyze, and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate a computer and other business machines; use tools, equipment, instruments or devices appropriate to the area(s) of assignment; maintain awareness of developments in curriculum or program areas.
Desired Ability to: Problem solve and innovate when faced with issues; flexibility and agility in response to situations; design, direct, curate, collaborate and evaluate innovative educational technology services customized around school/community needs and aspirations; assess established integrated services statewide; manage projects related to AEFLA; tactically employ and effectively navigate the use of computers, cutting-edge digital tools and applications; establish and cultivate partnerships with a range of business and community leaders; engage effectively with federal, state, county and departmental officials in accomplishing program goals and objectives; develop and implement online professional development and appropriate online tools (e.g., G-Suite, podcasts, website, video conferencing tools, etc.); organize/prioritize work and multi-task to maintain an effective work pace under deadlines.
SALARY RANGE:EOSR-7, $110,136 to $155,904.
Department of Education certificated employees will be placed on the salary range in accordance with Department regulations.
All others will be placed on the first step of $110,136.WORK YEAR AND BENEFITS:This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.

Priority for appointments shall be given to qualified and tenured educational officers in that class who wish to move to that position through lateral transfer or a voluntary demotion and second to all other qualified educational officers with tenure."
