Housing Program Specialist V (SR-24)

Description:

Serves as a staff specialist in the development and evaluation of housing programs and functions, and assists in planning and coordinating the operation of the County's Housing and Community Development Program; and performs other related duties as required.

Distinguishing Characteristics:

This class differs from the Housing Program Specialist IV in that the Housing Program Specialist IV serves as a staff specialist in the development and evaluation of housing programs and functions and/or supervises and performs work in one or more of the functional areas of the Housing Program, whereas the Housing Program Specialist V serves as a staff specialist in the development and evaluation of housing programs and functions, and assists in planning and coordinating the operation of the County's Housing and Community Development Program.The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.

Researches, reviews and identifies funding programs that are applicable to community development and/or housing, makes recommendations on potential sources of funds and applies for appropriate programs; develops and recommends new policies and procedures; reviews program activities relative to federal housing and community development programs to ensure that goals and objectives are met and in order to make recommendations for changes as necessary; ensures compliance with all applicable federal fair housing requirements; reviews applications for community block grant development funds and makes recommendations relative to selection of grantees, assists in preparation of consolidated community development plan; oversee the County's requirements for employee housing and affordable housing relative to private development projects; participates with other departmental or agency representatives in the development and execution of employee housing and/or affordable housing agreements between the County and private developers; ensures developer compliance with the terms and conditions of such agreements; perform periodic checks, reviews and/or inspections to ensure compliance with terms and conditions of agreements; performs other related duties.

Training and Experience: (1) A combination of education and experience substantially equivalent to graduation from an accredited college or university with major work in business or public administration, sociology, psychology, or a related field and four years of professional work experience in planning, developing and formulation of programs in the area of social services, health or education, including or supplemented by experience in the development and administration of contractual agreements relative to housing development projects.

License Requirement: Possession of a valid motor vehicle operator's license (Type 3).

Knowledge of: Federal, State and local laws and ordinances relating to the county's housing and community development programs, principles, practices and techniques applicable to these programs; public relations; principles and practices of public administration and social services; interviewing techniques; socioeconomic factors influencing human behavior; community resources and their utilization, research methods and techniques; report writing.

Ability to: read, comprehend, interpret and apply rules, regulations, policies and procedures applicable to functional area assigned; collect, evaluate and interpret facts; develop and implement operational policies and procedures; establish and maintain effective working relationships with others; maintain accurate records; present ideas clearly, concisely and effectively, orally and in writing.
