The Civil Rights Coordinator(CRC) serves as chief staff officer to the Director of Transportation responsible for overseeing and administering a department-wide, comprehensive Civil Rights program including advising the Director on departmental positions and representing the Director on such matters. Program management includes; setting overall, long range program direction, priorities, goals, policies, and plans; acquiring and managing resources and personnel; and establishing effective inter-personal relationships with all levels of internal and external government personnel, private sector representatives, and general public. Work also includes supervising a staff of civil rights specialists, each responsible and engaged in program development, evaluation, consultation, and compliance work for a major civil rights program area; serving as departmental liaison and authority on civil rights program matters; advocating and fostering civil rights principles and concepts in fulfilling legislative intent.

LEGAL AUTHORIZATION TO WORK REQUIREMENT:

Prerequisite Knowledge and Abilities Required:

Knowledge of:

Civil rights laws, rules and regulations, issues of an principles and practices governing areas such as Title VI, Disadvantaged Business Enterprise, Equal Employment Opportunity, and Americans with Disabilities programs; research, investigation, analytical and problem solving techniques; report writing; and principles and practices of supervision.

Ability to:

Plan, organize, coordinate, evaluate and direct a comprehensive civil rights compliance program; interpret and implement civil rights compliance program requirements; interpret and apply complex written materials such as federal and State laws, rules, policies and procedures; identify and define discrimination issues/concerns through fact-finding or investigation; analyze and resolve complex civil rights problems; provide expert advice to Department of Transportation (DOT) management and other civil rights personnel; formulate policies and procedures; establish priorities; establish and maintain effective working relationships with subordinates and others; deal tactfully with people of various social and economic levels; communicate effectively orally and in writing; exercise judgement, confidentiality, discretion, creativity and logic; negotiate and mediate differences to persuade or reconcile conflicting opinions or beliefs; formulate budget, staffing and other operational requirements; and plan, direct, coordinate and evaluate the work of subordinates.

Experience Requirements:

Applicants must have had progressively responsible experience of the kind and quality described in the statements below and in the amounts shown or any equivalent combination of training and experience.

General Experience: Two and a half (2 ½) years of progressively responsible professional or other responsible analytical work experience which involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems; and identifying, evaluating and analyzing issues involved and understanding and applying various statutory provisions, rules or regulations to determine and recommend appropriate courses of action. Such experience must have demonstrated the ability to elicit information orally and in writing, apply problem solving methods and techniques and prepare clear and concise written reports of findings and recommendations for action; and establish and maintain effective working relationships.

Specialized Experience: Two (2) years of progressively responsible professional work experience in a civil rights (e.g. Americans with Disability Act, Disadvantage Business Enterprises, Title VI, Equal Employment Opportunity) program which involved responsibility for developing, implementing and coordinating a program (s) to ensure compliance with civil rights requirements; monitoring and evaluating program effectiveness and recommending improvements, e.g., new and revised programs, polices, procedures, and laws; investigating and participating in the resolution of civil rights complaints and charges; and advising agency personnel and others on civil rights laws and regulations and court rulings relative to interpretations and program implications.

Supervisory Experience: One (1) year of supervisory work experience which included: 1) planning, organizing, scheduling, and directing the work of others; 2) assigning and reviewing their work; 3) advising them on difficult work problems; 4) training and developing subordinates; and 5) evaluating their work performance, and disciplining them when necessary.

Desired Qualification: Experience with USDOT Civil Rights Programs and Project management.
