Duties and Responsibilities:

The Construction Manager will provide services for designated construction projects in accordance with NAVFAC's BPMS, NETOPS, operations notes, Kilograms, Vectorgrams, and specific contract requirements, including:

  • Review and coordinate RFIs, consolidate responses, and prepare recommendations for approval.
  • Conduct QA of the contractor's quality control program and recommend improvements.
  • Monitor environmental compliance and document findings.
  • Review contractor submittals such as schedules, safety plans, hazard analyses, quality control, safety, production, and payment requests, providing notes and recommendations.
  • Ensure environmental protection measures are followed, including EPA permits and stormwater plans.
  • Verify GIS compliance for underground facilities and review technical submittals.
  • Perform field investigations and review as-builts to assess conditions.
  • Report environmental threats, cultural, or natural resource issues immediately.
  • Update and report on project status weekly.
  • Document contractor non-compliance and monitor testing and surveying activities.
  • Report violations of labor standards.
  • Attend and document meetings between government and contractors.
  • Review plans and specifications for constructability, and analyze REAs, claims, and delays.
  • Assist with inspections, utility coordination, mishap investigations, and KPI reporting.

Minimum Qualifications:

  • Construction management experience as a Construction Manager or Engineer with increasing responsibility.
  • Effective communication skills in English, both oral and written.
  • Current NAVFAC or USACE CQM certification, renewed every five years, or obtained within 30 days of award.
  • Physical ability to perform inspections and site visits, including walking, climbing, and bending.
  • Ability to obtain and maintain a DoD CAC, requiring a background check and security clearance.
