Site Safety and Health Officer

Description:

Join our team as a Site Safety and Health Officer and advance your career! In this role, the successful candidate will be responsible for managing, implementing, and enforcing the Health and Safety Program at Joint Base Pearl Harbor Hickam, in accordance with the accepted Accident Prevention Plan and company safety policies.

Responsibilities

  1. Maintain overall responsibility for the safety program at JBPHH.
  2. Conduct daily safety and health inspections; maintain logs and attach safety inspection logs to the Contractors' daily production report.
  3. Conduct safety meetings to review activities, plan for new operations, review pertinent safety aspects, establish safe procedures, and provide training and motivation.
  4. Conduct mishap investigations, complete reports, and report mishaps and near misses.
  5. Document meeting minutes and maintain documentation on-site; notify the Contracting Officer of scheduled meetings 7 days in advance.
  6. Maintain safety reference materials on the job site.
  7. Attend pre-construction, pre-work, and periodic meetings.
  8. Prepare and review site-specific APP and AHAs for compliance with EM 385-1-1, signing and enforcing them.
  9. Establish a Safety and Occupational Health (SOH) Deficiency Tracking System.
  10. Ensure subcontractor compliance with safety requirements.
  11. Maintain a list of hazardous chemicals and their SDS.
  12. Monitor high hazard activities and discuss details during QC Meetings.
  13. Provide safety orientation and indoctrination for all personnel and visitors.
  14. In case of imminent danger, stop work, secure the area, develop a removal plan, notify the Contracting Officer, and eliminate hazards.
  15. Conduct facility surveys to evaluate program effectiveness and ensure compliance.
  16. Assist management in developing Action Plans and reviewing safety concerns.
  17. Develop Job Hazard Analyses for hazards present in the work environment.
  18. Review and stay updated on worker protection laws, standards, and regulations.
  19. Develop and implement programs for new requirements and policies.
  20. Maintain task status through meetings and correspondence with supervisors and subcontractors.
  21. Demonstrate effective oral and written communication skills.
  22. Review job requirements, analyze accident data, and assist in formulating Corrective Action Plans.
  23. Develop and support project performance metrics.
  24. Perform other duties as assigned.

Qualifications

  1. Meet requirements of EM 385-1-1 Section 1.
  2. Minimum of 5 years of construction safety experience on similar projects.
  3. Completed a 30-hour OSHA construction safety class within the last 5 years.
  4. Completed a 40-hour EM 385-1-1 based Safety Hazard Awareness Course, instructed by a qualified trainer.
  5. At least 24 hours of formal safety training annually for the past 5 years, with competencies in at least four areas such as excavation, scaffolding, fall protection, etc.
  6. Possess Construction Health & Safety Technician (CHST) certification.
  7. Familiarity with USACE EM 385-1-1 and experience in hazard identification and safety compliance.
  8. Current First Aid / CPR / AED certification.

Knowledge, Skills, and Abilities

  1. Thorough knowledge of OSHA and EM 385-1-1 standards.
  2. Proficiency in operating a PC and office equipment.
  3. Knowledge of MS Word, Excel, Access, PowerPoint, Outlook.
  4. Excellent written and verbal communication skills; ability to interpret written information and present data effectively.
