SUMMARY

Provide lessons learned analyses and liaison support at designated Marine Corps commands in support of the Marine Corps Lessons Learned Program (MCLLP).

ESSENTIAL DUTIES & RESPONSIBILITIES

  1. Provide Lessons Learned Program Support
  • Implement and maintain lessons learned processes at each designated place of performance in adherence with MCO 3504.1, the MCCLP.
  • Review and submit lessons learned materials with proper classification and/or Controlled Unclassified Information (CUI) markings prior to submission to MCCLL SharePoint/Joint Lessons Learned Information system (JLLIS).
  • Maintain MCCLL SharePoint/JLLIS lessons learned web page content for topics within the cognizant of their designated command.
  • Submit weekly situational reports.
  • Provide Lessons Learned Collection and Analysis Support
    • Develop/implement the MCCLL annual lessons learned collection campaign plan.
    • Prepare and submit lessons learned collection topics associated with designated Command, based on the analysis of lessons learned requirements.
    • Prepare the mid-year review of the annual lessons learned collection campaign plan to revalidate existing topics, and solicit emerging topics as required.
    • Prepare briefings for senior military and government officials on collection campaign topics.
    • Develop and submit lessons learned collection proposals, collection plans and collection debriefs, per the annual collection campaign plan. Conduct lessons learned interviews of commanders and staff, as approved in the collection plan, within the following parameters: 10 focus areas per collection, 20 interviewees per collection, 20 questions per interviewee, and 45 minutes per interviewee, during a 14-calendar day period.
    • Utilize the MCCLL SharePoint Battle board to capture and document all aspects of the planning and execution of the annual lessons learned campaign plan.
  • Provide Event Support
    • Prepare responses for lessons learned requests for information (RFI) for operations, deployments, exercises, and experiments.
    • Assist units in preparing for exercises and operations by providing applicable lessons learned documentation from previous events.
    • Collect and submit lessons learned materials (e.g., after-action reports) to MCCLL SharePoint for all major operations, deployments, exercises, and experiments.
    • Attend planning conferences, work group sessions, meetings, and seminars to support lessons learned planning.
    • Assist in post-event hot wash reviews.
    • Maintain and submit designated units' Training Exercise and Employment plans in MCCLL SharePoint, detailing operations, exercises, deployments, and significant events for tracking AAR submissions over the past and upcoming 6 months.
  • Maintain regular and punctual attendance.
  • Perform other duties as assigned.
  • SUPERVISORY RESPONSIBILITIES

    None.

    MINIMUM QUALIFICATIONS

    • Bachelor's degree preferred.
    • Graduate Marine Corps Command & Staff College or Marine Corps Senior Enlisted PME course preferred.
    • Comprehensive knowledge of the Marine Corps, its missions, force structure, tactics, techniques, procedures, doctrine, and systems, with expert knowledge of MAGTF operations.
    • Experience requirements: senior level experience on a MEF or higher staff for Command Element; Marine Division staff for Ground Combat Element; Marine Aviation Wing staff for Aviation Combat Element; Marine Logistics Group staff for Logistics Combat Element.
    • Intermediate knowledge of Microsoft Office suite.
    • Valid secret security clearance required.
    • Ability to obtain and maintain necessary security access and background checks (U.S. citizenship required).

    DESIRED QUALIFICATIONS & SKILLS

    • Experience with MCCLL SharePoint and/or MCLLP preferred.
    • Understanding of military operations, tactics, techniques, and procedures.
    • Experience in military operational planning.
    • Effective communication with senior Marine Corps officers and executives.
    • Excellent oral and written communication skills, including military presentation and article writing.
    • Ability to work independently, well-organized, flexible, and detail-oriented.
    • Ability to perform duties under operating and deadline constraints.

    WORK SCHEDULE

    Full-time; additional hours may be required as needed.

    TRAVEL

    Expected travel less than 25%.

    DRIVING REQUIREMENTS

    Must have or be able to obtain a valid driver's license and be insurable. Travel may involve local driving.

    WORK ENVIRONMENT

    Work in office and outdoor environments; possible shipboard planning and travel to CONUS/OCONUS locations. Exposure to various physical conditions and use of PPE may be required.

    PHYSICAL DEMANDS

    Frequent sitting, handling, reaching, talking, hearing; occasional walking, standing, lifting up to 20 lbs. Reasonable accommodations will be provided.

    COMPENSATION & BENEFITS

    • Salary: $110,000 - $120,000 annually.
