The Department of Budget and Fiscal Services (BFS)is hiring for several entry-level Professional Trainee I positions, offering a comprehensive training program to launch your career in the Real Property Assessment Division. As a Professional Trainee I, you'll have the opportunity to learn about real property assessment, gaining hands-on experience as well as valuable skills for your future career in various roles such as:
Property Valuation Analyst:
Starting as a Professional Trainee I in this role, you'll have the opportunity to grow and advance within the Property Valuation Analyst series (Professional Trainee I and II, followed by Property Valuation Analyst I, II, and III). As part of Honolulu's real property assessment program, you'll gain valuable experience in learning valuation models, understanding applicable rules, regulations, and procedures, and working with key reference materials. You'll also be involved in researching and preparing reports and presentations, drafting legislation, supporting employee training and development, creating tax relief forms, managing procurement processes, assisting with annual projects, conducting studies, and contributing to the quality assessments program.
Currently, there is one(1) full-time, temporary (limited-term) position available, with the possibility of extension and the potential to become permanent upon successful completion of the training program.
Real Property Appraiser:
In this career path, you'll have the opportunity to advance through the Real Property Appraiser series (Real Property Appraiser I, II, III, and IV) while receiving comprehensive training on evaluating and assessing real property for tax purposes in a consistent and equitable manner, as mandated by law. You will gain a solid understanding of the principles, theories, methods, and techniques used in real property appraisals, and receive an introduction to the key functions and goals of the Real Property Assessment Division. As part of your training, you'll complete readings on the fundamentals of property appraisals and relevant laws, gather factual data from various sources such as legal descriptions, tax records, deeds, and encumbrances, and join senior appraisers for on-site land inspections to learn assessment methods firsthand. You'll also take on additional related responsibilities as needed.
Currently, there are three(3) full-time, temporary (limited-term) positions available, with the possibility of extension and the potential to become permanent upon successful completion of the training program.
Real Property Compliance Specialist:
Starting as a Professional Trainee I in this role, you'll have the opportunity to advance within the Real Property Compliance Specialist series (Professional Trainee I, followed by Real Property Compliance Specialist II and III). As you progress, you'll receive training in real estate practices, real property tax laws, and related rules and regulations. You'll also develop essential skills in interviewing techniques and learn various methods of gathering information. In addition, you will assist senior staff with audits and assessments of less complex exemptions and dedications in alignment with the Revised Ordinances of Honolulu. You will gain experience in evaluating collected data, making recommendations, and preparing detailed reports.
Currently, there is one(1) full-time, permanent position available.
Special Working Conditions: Work schedule is from 7:45 a.m. until 4:30 p.m., with varying days off depending on work needs. May also be required to work overtime, weekends, nights and holidays based on operational needs.
