Job Description

The Environmental Planner shall provide environmental planning services for designated projects in accordance with OPNAV M-5090.1C and related environmental planning guidance.

Duties and Responsibilities

  • Prepare environmental planning documents for approval by Government Subject Matter Experts (SMEs). These may include:
    • Record of Categorical Exclusion (RCE), prepared in accordance with the Environmental Policy Act (NEPA)
    • Biological Assessment, prepared in accordance with the Endangered Species Act
  • Coordinate with project stakeholders to ensure the Proposed Action is complete. Recommend potential changes to reduce costs, timelines, or environmental requirements.
  • Attend site visits and meetings to facilitate coordination, environmental review, and document preparation.
  • Conduct preliminary analyses to determine the appropriate level of NEPA review and documentation. Identify the best-fitting categorical exclusion when applicable.
  • Coordinate with environmental SMEs to ensure review completeness and consistency.
  • Update project trackers weekly with project status, outstanding items, and potential risks of missing deadlines. More frequent updates or formal briefings may be required for high-risk projects.
  • Route draft documents for leadership review and obtain final endorsement.
  • Distribute final signed documents to project stakeholders.
  • Compile project files.
  • Perform other duties as assigned by the Supervisor.

Certifications, Licenses, and Physical Requirements

  • Relevant environmental planning experience or education. Experience includes preparing environmental planning documents per NEPA standards. Education includes a bachelor's degree in biology, physical science, engineering, or community planning from an accredited college.
  • Working knowledge of major environmental laws and regulations, including NEPA, Clean Air Act, Clean Water Act, Coastal Zone Management Act, Endangered Species Act, Historic Preservation Act, Marine Mammal Protection Act, and related legislations.
  • Effective oral and written communication skills in English.
  • Ability to obtain a security clearance.
