RESPONSIBILITY OF THE POSITION/ROLE OF THE EMPLOYEE:

Based in Hargeisa, with frequent travel to other regions of Somaliland and Mogadishu, and under the line-management of the Country Manager, the PM will have the following responsibilities:

Project Manager's Main Objective:

The Project Manager will ensure the timely and effective management and implementation of activities in Hargeisa, Mogadishu and the environs. He/she will ensure efficiency, quality, impact and accountability, according to HI standards & donor's criteria.

Management

1. Line-manages the project's team members.
2. Sets individual objectives, evaluates individual performance, contributes towards the professional & career development of team members, monitors competences.
3. Organizes and leads regular team meetings.
4. Manages the recruitment and selection of new team members.
5. Ensures strict application and respect of the program's Internal Regulations by the project team.

Expertise

1. Provides the technical expertise for the project.
2. Ensures that the activities implemented comply with HI technical norms and standards.
3. Adapts the project documentation to international technical norms and standards, when necessary.
4. Runs technical training for staff when relevant in coordination with HI Technical Specialists.
5. Is in charge of the technical quality and relevance of project activities implemented within his/her scope of expertise.

Implementation and Monitoring

1. Ensures project implementation, in collaboration with the relevant services and in line with general standards and procedures.
2. Ensures the planning of activities and establishes action plans.
3. Ensures that activities are implemented in line with the project proposal and the allocated budget.
4. Monitors the achievement of results and indicators, as per the logical framework.
5. Reports regularly to the line manager.

Skills and qualifications

Qualifications and professional experience needed:

1. Bachelor's Degree (Master's Degree is an advantage) in Project Management, International Development, or related Social Sciences.
2. At least 5 years' experience in managing and implementing projects, ideally in humanitarian action.
3. Demonstrated experience of team management, including remote management.
4. Excellent in spoken and written English.
5. Experience working with an INGO/NGO.
