POSITION TITLE: Information Technology Specialist V (Systems Analyst)

RECRUITMENT NO: HHSC 09-24

POSITION STATUS: Permanent, Full-Time

POSITION LOCATION: Hawaii Health Systems Corporation (HHSC), Corporate IT, Honolulu, HI

SALARY RANGE: $71,016 per year, Shortage Differential: $694 per month
*Salary commensurate with experience and education

JOB DUTIES: This position will serve as a systems analyst and as the liaison between the Information Technology Department and the users of the automated systems of HHSC facilities and the HHSC Information Technology Department.

MAJOR DUTIES AND RESPONSIBILITIES:

  1. Systems Analysis and Implementation 40%
    1. Provide efficient and reliable analytical support to the HHSC facilities and their user departments through the Infor Enterprise Resource Planning (ERP) system.
    2. Responsible for primary and backup application support as assigned, including Infor system administration and support for financial and supply management applications.
    3. Develop and implement application solutions to business problems based on automated application systems and interfaces.
    4. Analyze and coordinate the installation of functional applications solutions including training, documentation, and controls.
    5. Plan, support, and coordinate the generation of interfaces between application systems.
    6. Coordinate the installation and maintenance of hardware and software applications with vendors.
    7. Work with programmers to design and develop applications, programming specifications, modifications, and interfaces.
    8. Develop training materials and coordinate user training for software applications.
  2. Maintenance 30%
    1. Manage, plan, develop, and assist with updates and maintenance of applications software systems.
    2. Coordinate with users for training, documentation, and controls.
    3. Perform upgrades and update training materials and operations manuals for software applications.
  3. User and Management Liaison 20%
    1. Communicate research findings, project status, and I.T. activities to appropriate personnel.
    2. Assist in standardizing applications and controls within HHSC facilities.
    3. Assist in planning and implementing I.T. policies and procedures to meet regulatory standards.
    4. Review and evaluate the network.
  4. General Responsibilities 10%
    1. Prepare and maintain user documents including application policies and procedures.
    2. Assist in evaluating plans and projects for sharing information with HHSC facilities.
    3. Other duties as assigned to support the mission of HHSC.

THE MINIMUM QUALIFICATION REQUIREMENTS ARE: Applicants must meet all of the following requirements.

EDUCATION: Bachelor's degree from an accredited four (4) year college or university.

Excess experience may be substituted on a year-for-year basis.

EXPERIENCE: Three and one-half (3-1/2) years of progressively responsible work experience in information technology involving systems analysis, design, programming, and database management.

SUBSTITUTIONS ALLOWED:

  • Bachelor's degree in computer science may substitute for six (6) months of required experience.
  • Partial completion of a master's degree may substitute on a month-for-month basis.
  • Master's degree may substitute for one and one-half (1-1/2) years of required experience.
  • Ph.D. may substitute for two and one-half (2-1/2) years of required experience.
  • Excess supervisory experience may be substituted on a year-for-year basis.

DESIRED SKILLS:

  1. Bachelor's degree in computer science or management information systems preferred.
  2. Specialized experience in Infor ERP or systems analysis in a healthcare setting preferred.
  3. Experience with applications such as Infor, SQL, and financial support systems preferred.
  4. Hands-on experience in systems/application development, selection, upgrades, and integration preferred.

WORKING CONDITIONS: Employee must meet health and physical requirements necessary to perform the essential functions of the position. The position will work in an office environment with prolonged sitting and extended periods of working with a personal computer.
