Job Description: Executive Director, Maui County Board of Ethics

Salary Range: Between $110,520 and $157,668 annually, subject to full Council approval. Appointments within this range are based on experience.

The Maui County Board of Ethics (BOE) enforces a code of ethics for public officers and employees, as mandated by the Hawai‘i State Constitution. It administers and enforces the County Charter's ethics laws, including registration and reporting requirements for lobbyists.

The BOE operates within the Office of the Managing Director and employs staff including an Executive Director, investigators, and clerical personnel. All serve at the pleasure of the BOE.

Staff Appointment:

The Executive Director will be appointed by the Maui County Board of Ethics, beginning July 1, 2025. This position is exempt from civil service and serves at the pleasure of the board.

Major Duties and Responsibilities:

  • Serve as the administrator and chief legal counsel for the BOE.
  • Coordinate monthly meetings, manage office staff, and implement BOE goals.
  • Provide legal advice, issue opinions, and represent the BOE in legal proceedings.
  • Administer and enforce the County's ethics laws, oversee filings, and ensure compliance.
  • Lead enforcement actions, investigations, and legal proceedings related to violations.
  • Develop and deliver public and official education programs on ethics.
  • Manage media relations, legislative proposals, and rulemaking activities.
  • Coordinate BOE meetings, prepare agendas, and oversee training and orientation.
  • Maintain relations with other agencies and organizations, and participate in outreach.
  • Oversee budget, fiscal operations, and office management.
  • Supervise staff, oversee policies, and manage office projects.

Position Controls and Standards:

  • Report to and serve at the pleasure of the BOE, with periodic performance evaluations.
  • Full-time commitment required; no conflicting employment.
  • Must adhere to the County's standards of conduct and refrain from political activities during employment.

Qualifications:

  • Must be a U.S. citizen, resident alien, or eligible for employment, and become a resident within 30 days of employment.
  • Juris Doctor from an ABA-accredited law school, licensed and in good standing with the Hawai‘i State Bar.
  • Demonstrated commitment to public service and ethics.

Knowledge and Skills:

  • Understanding of county government, legislative process, administrative law, and litigation.
  • Strong communication, supervision, leadership, and computer skills.
